He studied at the Escuela Superior de Bellas Artes de San Carlos in Valencia. He started out painting on paper, then moved on to the world of sculpture and installation. In 1980 he held his first exhibition in New York, after which the doors to other cities opened up for him. In January 2008 he was elected a full member of the Real Academia de Bellas Artes de San Fernando.

His work is completely linked to his biography, since his childhood memories shape it. Human figures, phallic symbols, chimneys from old factories, and architectural elements that refer to his town, Mislata, both agricultural and industrial, frequently appear in his works. He uses materials such as clay, which he had already used for fun since he was a child, and others such as iron, steel and aluminium. Navarro, although constantly evolving, has specialised in the creation of sculptural landscapes, cities, installations and assembly. His drawings and paintings denote an apparent sensuality, his sculptures and installations contain certain conceptual nods that in some cases fall back on an almost primitive eroticism.

The Suñol Soler Collection contains a multitude of his works, highlighting his drawings with Indian ink, his watercolors and his sculptures and installations. In February 2014 some of his works were shown in the collaborative exhibition of the Suñol Soler collection and the La Panera art center, entitled: ‘Res no s’atura’.
